@aaronpk what I like most about it is that it's a one time fee, not a monthly rent fee where you'd need to send it back once you want to stop paying for it.

Short term: PDX 4plex legalization will have little effect (200-300 additional homes per year in a city with 300,000)

Medium term: not much more (1%-2% more homes in 2040)

Long term: big. As old 1plexes reach the end of their lives, most get replaced by 4plexes not huge 1plexes

Adopting the concept, yes. Better would have been for them to use Webmentions, which are what Pingback should be; that is, not using XML-RPC, I think -- Pingback was designed when that was the cool thing, which it no longer is :) https://www.kryogenix.org/days/2014/11/29/enabling-webmentions/ has more on that!
